As Clerk of the Bay County Court John would Officially be able to put his abilities at work for the people. The Clerk of the Court legal duties are broad and varied and encompass overseeing the Bay County Commission, its agenda and adherence to Florida laws and living within budgetary restraints.
The people have a chance to change the way things are done and end the good-Ole-boy patronage system with the election of John Caylor as Clerk of The Court.
As Clerk of The Court John will no longer allow Grand Juries to be picked in secret. The Bay County Grand Jury will be made aware of citizen complaints to the Clerks office. Citizens will be allowed to know who the grand jurors are along with their telephone numbers in order that they may bypass local law enforcement agencies, who often ignore white collar crimes against the elderly and economically disadvantaged.
When John is elected, Justice will never be for sale again unlike previous years in Bay County. In 1993 John was the instrumental force in bringing Cash Register Justice - bribes and payoffs - to law enforcement agencies and individuals in order to escape criminal prosecutions to the attention of the media and a special grand jury convened after John made a written request to Governor Lawton Chiles.
The Clerk of the Bay County Court and his office took part and facilitated the Cash Register Justice bribery scheme. John testified at length and provided in-depth documentation of the bribes to the 1993 grand jury where over 1400 bribes were documented.
The 1993 grand jury handed down a Presentment condemning Cash Register Justice as well as a murder indictment against Bay County Medical Examiner Dr. Bill Sybers.
John was the person who submitted a copy of the Florida Department of Law Enforcement evidence file to the grand jury after State Attorney Jim Appleman and his counter-part, Pensacola State Attorney Curtis Golden refused to prosecute Dr. Sybers.
Dr. Sybers was convicted of murdering his wife Kay almost 10 years later. Crooks often seek to control the Office of Medical Examiner and his Death Certificate filings with the Clerk of Court to cover their evil deeds.
If elected, John will be at constant vigil to insure that estates of the people will not be pilfered and robbed in the Probate Court.
Since 1994 the Clerk of the Bay County Court and the State Attorneys Office have both attempted to end all citizen contact with the grand jury a right granted to all citizens by Florida Statute and the Constitution of the United States.
As Clerk of The Court John will never allow the court records system to become privatized and held up to censorship of private business interests.
As Clerk, John will work to insure that all persons are afforded a Speedy First Appearance, telephone call and bond for non-violent crimes - unlike the current CCA (Corrections Corporation of America) jail policy which is a costly burden upon the taxpayers that violates the civil rights of all persons.
As Clerk of The Court John will abolish policies of the previous court administration that breed corruption and nepotism.
John Caylor will be the Clerk of The Court for All the People of Bay County.
